Master Plan for a big scale area in the north of Sao Paulo, Brazil. The proposal articulates actions to mitigate and reverse the imbalances, impacts, needs and observed bottlenecks, and bets for a compact city model with less space for motorized transport and a green mobility system with high variety of access to services and equipment, according to the following guidelines:

– To control the consumption of urban land, prevent leakage, fix standards and maximum and minimum densities, increase the complexity of the areas already urbanized, rehabilitate, rebuild, reuse, recover streams and rivers, promote social mix, extend the concept of urban park, make visible the energy and water cycles, integrate landscape into infrastructure design, encourage bioclimatic construction, promote the durability, economy and beauty.

– To extend the concept of habitability to the accessibility to civic services, and understand home as a habitability skill, instead of a separated question.

– To enlarge environmental comfort conditions to accommodate urban life demands, according to different living areas and available and sustainable mobility models.

– To consider the natural environment, its resources and supporting systems in every decision related to urban metabolism (sanitation, drainage, geomorphology, etc.).

– To develop governance tools for greater contribution of institutions and better management of regional dynamics.
